Foundation of a Supreme Conclave
Eligibility criteria, procedures, and rules for founding a new Supreme Conclave of the Brazilian Rite.
Eligibility
Who may request the foundation of a new Conclave
- The foundation of a Supreme Conclave is only possible in countries or territories where there is not yet a Regular, Legal and Recognized Supreme Conclave of the Brazilian Rite.
- The request must come from regular Masons holding the 33rd Degree of the Brazilian Rite.
- A minimum of twelve (12) 33rd Degree Masons, residing or working in the same country or territory, is required.
- Preferably, these Masons should be part of a legally constituted Liturgical Delegation.
- If there is no Liturgical Delegation, eligibility remains valid provided there is the legal number of 33rd Degree Masons and a regular link to a recognized Supreme Conclave.
Procedures
How the process proceeds after eligibility
- Eligible Masons must draft a formal petition requesting the foundation of the Supreme Conclave in the territory.
- The petition must be submitted to the Supreme Conclave to which they are subordinate or with which they maintain regular Masonic relations.
- The receiving Supreme Conclave will submit the request for consideration by its Plenary.
- Approval requires a minimum quorum of two-thirds (2/3) of the Effective Members present.
- Once approved, the Letters Patent (Carta-Patente) will be issued, granting Regularity, Legality, and Recognition to the new Supreme Conclave.
- In its initial structure, the new Supreme Conclave must have at least nine (9) Effective Members, in addition to the Sovereign Grand Primus and the Grand Regent.
Foundation
Official constitution of the new Supreme Conclave
- The foundation takes place after the granting of the Letters Patent, with the institutional formalization of the new Supreme Conclave.
- The official date of Foundation and Constitution is then scheduled, marking the start of its regular activities.
- The granting Supreme Conclave officially communicates the foundation to the other Regular, Legal, and Recognized Supreme Conclaves.
- From the Foundation onward, all Lodges and members in the territory automatically come under the jurisdiction of the new Supreme Conclave.
- If there is not yet sufficient structure to confer Degrees, the granting Supreme Conclave will confer Degrees provisionally until the new Conclave is fully able to operate autonomously.
